According to Water (PCP) Act, 1974 and Air(PCP) Act, 1981 any person who desires to establish any trade or industry has to obtain prior consent to Board.

Without the previous consent of the State Board no person shall
establish or take any steps to establish any industry, operation or process, or any treatment and disposal system or an extension or addition
bring into use any new or altered outlets for the discharge of sewage; or
begin to make any new discharge of sewage;

Section 21 of Air (PCP) Act
No person shall establish or operate any industrial plant in an air pollution control area without the previous consent of the State Board.

Prohibition and restriction on the location of industries and the carrying on process and operations in different areas.
